Sandoval County issued the following announcement on June 27.
Sandoval County is pleased to announce that it has earned an unqualified opinion or “clean” audit report for the 2018-2019 Fiscal Year.
An unqualified opinion means the auditor has concluded that the financial statements present fairly the results of the county's operations and its financial position according to generally accepted accounting principles. The audit was performed by Hinkle + Landers, a CPA, Consultant, and Certified Fraud Examiner auditing firm that is contracted by Sandoval County and an independent public accounting firm (IPAs) who partner with the State Auditor’s Office.
The county is responsible for the preparation and fair presentation of its financial statements in accordance with accounting principles generally accepted in the United States of America; this includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of financial statements.
The responsibility of an auditor is to express opinions on the financial statements based on their audit in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Those standards require that they plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.
An audit includes evaluating the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.
