In February and March, the Sandoval County Board of Commissioners sponsored and signed two proclamations to honor significant cultural observances.

On February 26, 2025, during a Sandoval County Commission Meeting, Commissioner Joshua A. Jones from District 5 sponsored a proclamation that declared February as Black History Month. The proclamation was signed by the entire board. Bishop Christopher Keeling, who serves as lead chaplain for the Rio Rancho Police Department and is also the Bishop of Unity and Faith Ministries in Rio Rancho, was chosen by Commissioner Jones to receive this honor. Bishop Keeling remarked on the significance of the month: “Black History Month exists because of the efforts of many.”
